Human Resource Planning

The right people with the right skills at the right time

Human resource and training plans for an industry must be based on the realities of the industry and its workforce. Planners must know the age profile and retirement plans, education levels, recruitment and retention practices and gender profile of the workforce to develop effective human resource and training programs. The AHBRSC concentrates on researching and understanding our industry, our communities and our economy in order that we can project the demand for new home construction and renovation and strategically prepare for the human resources needed.

These efforts are undertaken in partnership with the Nova Scotia Department of Labour and Advanced Education (LAE) and are targeted at small and medium size enterprises (SMEs) as residential employers/companies — new home builders, renovators, and trade contractors. Specific initiatives in this area include:

  • Assembling sector and labour force data and characteristics, designing/testing a residential Labour Market Information (LMI) model, customizing/sharing results and impacts
  • Undertaking HR needs assessment with SMEs, linking to services, identifying options to address gaps
  • Developing/communicating Career Path models
  • Updating Occupational Standards for current and new residential trades and occupations
  • Developing tools and resources, and implementing pilots of Prior Learning Assessment and Recognition (PLAR) options for certification of residential carpentry skills
  • Fostering industry engagement in residential trades training
  • Setting frameworks for residential Trades Apprenticeship and Contractor Licensing
  • Monitoring training provider capacity and engagement
  • Providing HR support for new sectors
